Jessica Wintz-Adams became the Director of Communications and Legislative Affairs for the West Virginia Department of Veterans Assistance in December 2025.
She is a 2010 graduate of Marshall University where, as a first-generation college student, she obtained two bachelor's degrees in Public Relations and in Political Science. Wintz-Adams' career has spanned from local and state government where she has served as an assistant to Former First Lady Gayle Manchin and as the Assistant to the City Manager for the City of Charleston, WV.
Previously, Wintz-Adams was an account manager and lobbyist for Orion Strategies where she worked and represented several clients in the nonprofit, natural gas and healthcare industries. She also served as a program director at The Education Alliance with a focus on career readiness mentoring programs for public school students and other education programs.
In her community, Wintz-Adams has served on committees for Charleston Urban Works and for the YWCA Girl's Night Out. She was recognized by Governor Earl Ray Tomblin as Volunteer of the Year for Charleston Urban Works at the Governor's Awards in 2016 and served as a board member for the Marshall University Alumni Association from 2017-2021.
Wintz-Adams is currently the President-Elect for the Junior League of Charleston, WV and holds board positions for the Girl Scouts of Black Diamond Council and WV CASA. She is also involved in the Marshall University Kanawha Valley Alumni Chapter.
She lives in Charleston with her husband, Steven, and their cat, Belle, and their dog, Penny.
