Morgan Sheets, a graduate of West Virginia University Institute of Technology, is a born, bred and proud West Virginian.  He served in the U.S. Navy as a Boatswain's Mate and Boat Coxswain.  He participated in Operation Desert Storm and Operation Desert Shield.

After his Naval Service, Sheets spent several years in the security and private investigations field.  Following that, he owned and operated a trout farm in the mountains of West Virginia until 2008. He then pivoted to a career in the food manufacturing industry, obtaining a PCQI (Preventive Control Qualified Individual) certification.

In 2017, Sheets joined the State workforce as the Procurement Officer for the Bureau for Medical Services.  In 2020, he moved to the West Virginia Veterans Home as the Procurement and Fiscal Supervisor.  In 2022, Sheets was selected as the Procurement Officer of the Year by the West Virginia Purchasing Division. In 2023, he moved to the West Virginia Department of Veterans Assistance Cabinet Secretary's Office as the Comptroller/Director of Procurement.  

Sheets is currently the Director of Procurement and Cemetery Operations for the Department.
